The number to budget on is 46.6%, not 51%. Stacked percentages multiply rather than add, because the second applies to a price the first has already cut: 1 − (1 − 0.40) × (1 − 0.11) = 0.534. On a AED 1,000 pram you pay AED 534, not the AED 490 a true 51% would give. The extra 11% is worth 6.6 percentage points, not 11.
